1. The USPS regulations on Belly Bands are very limited. Here is the only current mention:

Required information
The contents of flats prepared in wrappers must be sufficiently secure to stay in place during processing.
Mailing wrappers are envelopes, sleeves, partial wrappers, or polywrap used to enclose mailpieces.
Recommendation: Avoid sleeves and partial wrappers; consider envelopes or polywrapping as alternatives. If
wrappers are used, consider attaching them to the flat with spot glue or stitching.

2. For those reasons, Hess requires all Belly Bands to be fastened to the cover, either with tabs or
glue dots. (these will be wrapped/placed near foot)
