Drop Ship is the process whereby the Printer (Hess) transports the mail directly to various NDC (national Distribution Centers) and SCF (Sectional Center facilities). The USPS offers discounts for the printer to handle the distribution of Standard Mail and some Periodical. Hess will evaluate the amount of mail qualifying for these facilities, compare the USPS discount vs. the cost of transportation, and determine if we can save our clients money by offering this. Mail is transported to Consolidator who combines mail pallets to common USPS locations Drop Ship (Destination Discounts) Made Easy EXAMPLE ONLY HESS Mail that is not sorted to destination Hess Print Solutions (Mail is processed and prepared for shipment) USPS discounts goes first to the local PO and then the closest USPS processing center Kent PO Cleveland Processing NDC San Fran, CA 894-895, 897, 936- 969 SCF Oakland, CA 945-948 DDU Alameda, CA 94501-94502 Drop Ship can eliminate up to 1-2 delivery days. Reuse of data files – a. Client provided - Hess Print Solutions will process mail utilizing only the files provided from our clients for each mailing. We cannot ‘retrieve’ data used for previous projects; doing this makes Hess Print Solutions liable for incorrectly pulling this data from archive. Standard SOP will be for the clients to provide this data each time they request a mailing. b. Hess purchased –data purchased through Hess Print Solutions is for one-time use only. Clients who wish to purchase data list for multiple mailings must specify this in advance, as the pricing for these multi-use lists is significantly different than standard single use purchase. 5. Data that is returned to our clients – please do not confuse the above policy with data which is currently part of our standard operating procedures to return: a. CASS Fails – When we run your data files through CASS certification, some records will fail to update and be considered undeliverable. It is part of our policy to return these records (along with the reason for fail) back to our clients. b. NCOA fails – As with CASS, there are typically a tiny percentage of records that fail to match and update against the USPS National Change of Address database. It is part of our policy to return these records (along with the reason for fail) back to our clients. c. Duplicates – When requesting Merge/Purge, suppression, and/or Duplication purges it is part of our policy to return the database of duplicates that were found. d. Foreign mail addresses – When clients request a preference not to mail to foreign recipients, it is part of our policy to purge these records from the data, and, upon request, return this data to our clients. (As always, HPS is prepared to mail these should that be part of our clients target mailing). The above policies are intended to safeguard our client’s data and ensure that the correct data is used each and every time. If you have any questions regarding these policies, please contact your sales rep or Account Manager. We appreciate your cooperation. Thank you, IT and Mail List Services Hess Print Solutions 28
